The School Education Department of Jammu and Kashmir has announced the commencement of the Online Annual Transfer Drive-2026 for eligible employees, with the online transfer portal scheduled to remain operational for 15 days from August 23 to September 8, 2026.
The notification, issued by the School Education Department, follows the Government's Transfer Policy-2026, notified vide Government Order No. 335-JK(Edu) of 2026 dated August 20, 2026. The policy seeks to ensure equitable distribution of human resources, institutional efficiency, transparency in decision-making and continuity of academic activities.
Online applications have been invited from eligible Teachers, Masters, Lecturers, Principals and equivalent, Headmasters and equivalent, and Zonal Education Officers and equivalent who wish to seek transfers during the Annual Transfer Drive for the academic session 2026.
As per the notification, academic functionaries posted in institutions including SCERT J&K, DIETs, J&K Board of School Education, Samagra Shiksha J&K and administrative offices of the School Education Department who have completed the prescribed tenure will be required to participate in the transfer exercise.
Employees serving in Zone-I and Zone-II who have completed three years or more at their present place of posting, as prescribed under the new policy, will also have to participate compulsorily. Those serving in Zone-III, Zone-IV and Zone-V and completing prescribed tenures of three years, two years and one year respectively may submit applications online if they desire.
The notification also allows employees who have completed the prescribed tenure in Zone-IV or Zone-V to seek transfer within the same zone. Employees willing to serve in Zone-IV or Zone-V can apply irrespective of their existing tenure, although such requests will be considered subject to availability of vacancies, institutional requirements and other applicable conditions.
District Cadre employees may also be rotated within Zones-II to V wherever required by institutional considerations. Such cases will be examined by the concerned Directorate after taking into account academic requirements, enrolment strength, staffing patterns and the employee's performance during the preceding three academic years. Transfer within Zone-I, however, will ordinarily be considered only in cases involving compelling academic or administrative considerations and will require approval of the Administrative Department wherever prescribed.
Lecturers, Masters, General Line Teachers and other academic personnel identified as surplus under the approved staff rationalisation framework will also participate in the transfer exercise.
The notification clarifies that employees appointed under reserved-category-specific provisions, including RBA, ALC and equivalent categories, as well as those appointed under SRO-202 or corresponding provisions, will be eligible to participate after completing the prescribed tenure at the place against which they were appointed.
However, Teacher-Grade-II/III, RReTs, 3rd Teachers and other categories specifically excluded under the Transfer Policy-2026 will not be covered by the present transfer drive.
Special categories get relaxation
The Department has made provisions for several special and preferential categories. Employees seeking transfers on medical grounds, disability-related considerations or other recognised special grounds may apply irrespective of the prescribed tenure, subject to submission of requisite documentary evidence.
Similarly, employees seeking transfer on the ground of single parenthood, including widowhood, widower or divorcee status, may apply within the same zone, except Zone-I, subject to production of valid supporting documents.
Transfers on security grounds will also be considered where requests are supported by recommendations or assessments from the competent security authority, including the Special Director General, CID, wherever applicable.
A special provision has been made for female Lecturers and Headmasters working in Zones-IV and V in districts other than their domicile district. They can apply irrespective of their tenure, provided they submit a valid domicile certificate. Their requests, however, will remain subject to availability of vacancies and departmental requirements.
Employees retiring within one year may also participate in the exercise on an optional basis. Their cases may be given appropriate consideration subject to administrative feasibility, vacancy position and institutional requirements.
The Department has made it mandatory for employees claiming preference or additional points under any category to submit valid documentary proof. Mere declaration of preferential status will not be sufficient unless the claim is properly substantiated and verified.
Applications only through online portal
The entire transfer process will be conducted exclusively through the designated online portal. The Department has clearly stated that manual applications, individual representations or offline requests will ordinarily not be entertained during the transfer drive, except where specifically permitted under the policy or through a separate departmental notification.
Each eligible employee will be permitted to submit only one application. Duplicate, multiple or inconsistent applications, if detected, will be dealt with under the applicable instructions.
Employees will be personally responsible for the correctness and authenticity of their service particulars, preferences, claims and documents. They have been advised to carefully verify their cadre, zone, tenure, present place of posting and preferential claims before finally submitting the application. Once an application is finally submitted, it will ordinarily not be permitted to be modified or withdrawn after expiry of the notified deadline, except during any specific window provided on the portal or notified separately.
The notification also warns that furnishing incorrect, misleading, suppressed, false or fabricated information or documents may lead to rejection of the application and appropriate action under applicable service rules.
Documents must support preferential claims
Applicants seeking preference or entitlement under different categories will have to upload self-attested copies of relevant documents. These include certificates concerning service in Zones-IV and V, disability certificates, medical certificates issued by competent Government Medical Boards, documents relating to single parenthood or caregiving responsibilities, Government-recognised awards, spouse posting documents, domicile certificates and documents concerning exceptional academic performance during the preceding three academic years.
Claims not supported by the required documents, or based on deficient or unverifiable documents, will not be considered for the relevant benefit.
Merit-based processing
The Department will prepare merit and preference lists on the basis of the criteria and point-based matrix prescribed under the Transfer Policy-2026. Where more than one employee is eligible against the same vacancy, preference will be determined according to the prescribed merit criteria, points and tie-breaking mechanism.
Importantly, the Department has retained the power to reject a request or post/adjust an employee beyond the preferred place for administrative reasons. It may also keep a post vacant if circumstances so demand, subject to administrative measures, maximum stay provisions and availability of vacancies.
The provisional merit and eligibility lists will subsequently be placed in the public domain through the designated portal. Employees aggrieved by entries in these lists will be provided an opportunity to file objections within 15 days, along with supporting documents. Objections submitted after the stipulated period will ordinarily not be entertained.
The Department has further clarified that even inclusion in the provisional or final merit/eligibility list, or submission of an application, will not create any vested right to secure transfer to a particular station, institution, zone or post.
